VACANCY: Post of Driving Examiner

RELATIONSHIPS AND RESPONSIBILITIES
  • To administer practical driving examinations under the direction of the Chief Transport Officer;
  • Works under the direction of and reports to the Chief Transport Officer;
  • Required to respond to the Permanent Secretary, or any other duly authorized person, on matters related to work in progress.
DUTIES AND TASKS
  1. Administers practical driving examinations as scheduled at the various testing centres set by the Transport Division;
  2. Carries out garage inspections in respect of the requirements of the Licensing Authority by conducting visits to garages in Saint Lucia;
  3. Develops driver's theory examinations to be administered by the Licensing Authority;
  4. Develops and maintains examination standards, consistent with modem traffic conditions that meet international standards;
  5. Develops and assists in implementing policy proposals in conjunction with the Chief Transport Officer/Senior Licensing Officer with regards to issues related to drivers' education and examination, public education and road safety, legal matters and inspection of vehicles;
  6. Represents the Department on committees concerning road safety;
  7. Represents the Department on programmes facilitated by the various media houses
    (television & radio) on road safety and traffic management matters;
  8. Visits schools and other entities (Route/Taxi Associations) island wide to promote the Department road safety initiatives;
  9. Assists the Dispatchers Unit and the Traffic Department of the Royal Saint Lucia Police Force in carrying out spot checks is at various locations island wide;
  10. Performs such other related duties, as may be assigned from time to time by the Chief Transport Officer, Senior Licensing Officer and/or Permanent Secretary or duly authorized officer.
CONDITIONS
  1. Congenial administrative office accommodation will be provided;
  2. Institutional support will be provided through appropriate Civil Service Regulations, Statutory Instruments and Departmental guidelines;
  3. The officer must avail himself/herself for personal development and career advancement through established orientation and in-service training;
  4. Required to attend regular departmental and general staff meetings and to report on work-in-progress;
  5. Required to function according to the Laws of the State, Civil Service Rules and Regulations, Staff Orders for the Public Service of Saint Lucia and in accordance with any other relevant collective agreement, established acceptable norms and practices of the Public Service;
  6. Required to comply with the standard operating procedures and guidelines of the Department of Economic Development, Transport and Civil Aviation;
  7. The Licensing Authority reserves to right to rotate Officers and as such they will be required to travel between the testing centres;
  8. Required to maintain a motor vehicle for the proper performance of duties;
  9. Functions in a schedule traveling post and will receive basic travelling allowance and mileage allowance in accordance with approved rates established by the Government of Saint Lucia;
  10. Salary is in accordance with the terms stipulated by the Government of Saint Lucia in the Estimates of Revenue and Expenditure;
  11. Vacation leave will be provided in accordance with the public service guidelines;
  12. This post is non-pensionable.
EVALUATION METHOD
  1. Work performance will be evaluated, on the basis of performance indicators and achievement of objectives set out in annual work programmes:
    a. Quantity of tests conducted
    b. Timely input of records in computers
    c. Timely submission of tests results
    d. Ability to develop initiatives to enhance work output
    e. Professional conduct
  2. Performance assessment will be conducted on a semi-annual basis, using the standard civil service performance assessment instrument and on the basis of standards set at the beginning of the appraisal period;
  3. Demonstrated capabilities and interpersonal skills;
  4. Proven knowledge, understanding and effective application of Civil Service rules and regulations;
  5. Error margin and the quality of presentation of documentation and reports.
SKILLS, KNOWLEDGE AND ABILITIES
  • Possesses effective written and verbal communication skills;
  • Possesses strong and positive interpersonal skills;
  • A knowledge of and ability to interpret Public Service rules and regulations and operating procedures, staff orders, financial and store rules and collective agreements;
  • Familiarisation with the Standard Operating Procedures contained in the Operations Manual of the Department/Division;
  • Familiarisation with the Official Highway Code of the Driving Standards Agency of the United Kingdom;
  • Basic knowledge of computers;
  • Articulate in conducting tests which includes issuing instructions on practical tests.

QUALIFICATIONS AND EXPERIENCE
  1. Fully qualified Driving Instructor at the level of approved Driving Instructor from the Driving Standards Agency of the United Kingdom or certified trainer with the National Safety Council;
    At least five (5) years’ experience as a qualified Instructor with relevant endorsements plus five (5) years’ driving experience;

    OR
  2. Experience in conducting examinations and instruction on all categories of endorsements issued by the Licensing Authority.
    At least five (5) years’ experience as a qualified Instructor with relevant endorsements plus five (5) years’ driving experience;
SALARY
Salary is at the rate of EC $45,844.98 per annum (Grade 10, Step 1).
